WCSFA ANNUAL GENERAL MEETING

October 16th, 1993

Held at Steve Forty's house beginning 8:00 pm on Saturday, October 16th, 1993. WCSFA Executive present: President Clint Budd, Vice‑President Garth Spencer, Treasurer Donna McMahon, Secretary ft Graeme Cameron) and BCSFA Rep Lisa Smedman. BCSFA Executive Present: Chair Lisa Smedman, Vice‑Chair Al Betz, Treasurer Donna McMahon, Secretary Steve Forty, information Officer R. Graeme Cameron. Also present, members Pose & Dave Wilson, Sidney Trim, Frank Skinner, Brian Dubberly & past member Ed Beauregard.

WCSFA President CLINT BUDD read the following REPORT

It is interesting to note that a few of the people who were listed as the original signatories of the registration papers of WCSFCCA and who are listed as the last directors of record of WCSFFCA are also the founding signatories of WCSFA. I have three lists here. The list for the incorporation of WCSFCCA included the following, Al Betz, Steve Forty, Fran Skene, Ed Beauregard, Ken Wong, David Greer and Stuart Cooper. And at the time the provincial government notified WCSFCCA that it was x number of years in arrears of annual reports, they listed the last list of Directors they had on record: Steve Forty, Mike Bailey, Ed Beauregard, Debbie Ferguson, and Donna McMahon. And the signatories to the WCSFA incorporation, besides myself (Clint Budd) are Steve Forty, Garth Spencer, Evelyn Beheshti, and Donna McMahon,

The point of all this is that there Is certainly a continuity of persons even though there have been some changes over the years. It should be noted that even from the active list of persons mentioned here that we've lost members. WCSFA was founded to see if we could do something about that loss, it was not, we should note, founded to take WCSFCCA's place, even though we have voluntarily paid some of WCSFCCA's outstanding bills and took V‑Con 20 under our legal umbrella, From the very small beginning we had at Jo‑Anne's place we've been setting a new course The two meetings at Ev's home hammered out the policies and procedures of the organization, mainly for Its relationship with V‑Con of course, but also to provide a basis for the relationship between the executive and the membership, The B.C. government may not have the long promised recall procedure, but we do. The advisory meeting held in Lisa's back yard provided us with the basis for our present course, think everybody will agree with me just how indebted we are to Ev Beheshti for her magnificent job she did in facilitating the creation of our new direction. And I for one am going to miss Ev.

Our final step is going to be simply making BCSFA and WCSFA one instead of an organization and its committee. We are now an organization that has dissolved the committee and includes the committee name within its own. We are attempting to combine the best of BCSFA's traditional ways of doing things, rules and the bylaws, with all of the motions that WCSFA so painfully put together. In the meantime we've got to get on with it. I look forward to the events the club will put on, and I anticipate that if they're the kind of fun and interest that I know we can put on if we want to, then others will want to share them with us.

TREASURERS REPORT by DONNA McMahon:

At the end of September the WCSFA account had $827 in it. However, as BCSFA funds are locked in an account whose signing officers are Darryl Huber and Nico Iormetti, the current BCSFA executive has not had access to these funds, and as current BCSFA expenses have exceeded current BSCFA Income, WCSFA has been paying the difference. At the moment BCSFA owes WCSFA $150, so the current standing of the WCSFA account should actually be $977. This does not include money held in the V‑Con account which contains some BCSFA renewals and V‑con 21 memberships, The BCSFA renewals are about $120, and will be transferred to WCSFA funds, for a total of about $1,100. We cannot close the BCSFA account till we get Darryl's signature. It contains about $900, of which $150 is owing to WCSFA. To sum up, currently WCSFA has about $1,100 and BCSFA has about $750,

We owe Rick Smith $700 (Westercon 44 debt). I propose that we pay at least $200 or $300 to Rick Smith as an initial payment, that we sort out our accounts as soon as possible, and that we determine the actual cost of

producing BCSFAzine as well. One factor is that the paying memberships are paying for a certain number of freebies. The more paying memberships we have, the better the balance sheets look. BCSFA's expenses have been basically printing and postage during this time WCSFA has been paying the bills. Now that the 2 organizations are one, I won't have to do all this stupid double bookkeeping stuff.

One current problem is that we've been getting cheques for BCSFA, and our account is for WCSFA, which is our legal name, that is our legal protection, and we should be doing all our financial transactions under WCSFA. The banks are very picky about what you do and how you do it.

STEVE FORTY: Might be an idea to leave the V‑Con name on the V‑Con account.

DONNA: The V‑Con account should be left the way it Is .... ...There is one outstanding V‑Con 20 debt) Graeme's film rental.

GRAEME: I rented 11 films from Universal. When I gave the bill for $250.80 to Nico I assumed he would pay it. He assumed it had already been paid and took no action. Hence an irate phone call from Universal threatening collection agency action,

STEVE FORTY: I will cover it, as I promised for any V‑Con 20 loss.

LISA SMEDMAN: I have another question. Deadline for another Fictons is coming up. Are we still committed to publishing it? It will cost about $70 or so, Should I go ahead and print this up?

CLINT BUDD: Yes, because we've already agreed on that.

DONNA: The only other thing is I will discuss with Ed Hutchings the possibility of using another bank. We went with the Royal Bank because of their many branches, but it turns out, in a society account like ours, they don't do interbranch banking except by bag mail, which can take up to 2 weeks.

AL BETZ: Another problem Is that NSF cheques have to be dealt with at the branch they were deposited.

CLINT BUDD: We'll keep the BC5FA account open long enough to cash the BCSFA cheques we currently have.

GRAEME: I guess it wouldn't hurt if I stated on the BCSFAzIne masthead that all cheques must be made payable to WCSFA. Should have done that long ago.

CLINT BUDD: That's part of it, Anybody accepting a cheque must look at it and if need be, ask, 'You wrote the wrong thing. Would you please write it that way." WCSFA is on the receipt books.

NOTION ‑‑ Al Betz moved that the financial report be accepted. Seconded by Lisa Smedman. Passed,

LISA SMEDMAN then led a discussion on PROPOSED CLUB ACTIVITIES

‑ that the Royal Astronomical Society perhaps put on a telescope outing for the club in November. She will contact them. AL BETZ commented the Orion Nebulae will be superb in November. STEVE FORTY pointed out ORYCON will fall on the November 12‑14 weekend.

‑ DONNA McMAHON: We've been talking about something we tentatively call THE UNIVERSITY OF MARS. WCSFA would sponsor the University in which members would accumulate course credits by attending events which had, in theory, some SF educational value. Like the astronomy thing) or holographic displays, or whatever, After you accumulate a certain number of credits, we would issue a certificate that you have a degree from the University of Mars. We could hold a graduation ceremony. LISA SMEDMAN: what we want is something like a passbook to get stamped. DONNA: Selling honorary PHD5 would be a way of raising money. LISA: we should set up a brain storming session at a future meeting. GRAEME: Maybe we could sell pebbles from Mars, pebbles brought back by Mr. Science. STEVE FORTY: Or Ginkgos'? AL BETZ: Ginkgoales Barsoomi (Laughter)

‑ Clint BUDD talked about checking out the west End community centre as a possible venue for a garage sale' at JO‑Anne McBride's request. ROSE WILSON asked why not a member's house? DONNA pointed out this time of year an inside location best. AL BETZ pointed out west End horrible for parking. ROSE pointed out this time or year people looking for Christmas craft fair. Better to put off sale till spring.

‑ ROSE WILSON explained that she and Vickie Oates had been thinking of an art show, Rose explained that a professional level (as opposed to fan art) SF art show would need to be a month long gallery event) with one night a dealers‑only event) and that a certain Guest would be required on that night to lend credibility with local dealers and gallery people. Proposed date) some time in late spring. There would be no hanging fee, but a cut off the top of sales. More details discussed, but not to be public till confirmed.

‑ CLINT BUDD was hoping to arrange the Murder Mystery Night In January.

‑ AL BETZ would look into a holographic display) complete with cadmium vapour laser.

‑ STEVE FORTY suggested a bowling night with other clubs. LISA commented shed like some connection with SF, the physics of bowling DONNA: Oooh! Mr. Science! AL BETZ: I can blow up a bowling ball as easily as anything else, (Laughter) CLINT: I didn't know that, I always thought you had to cast them. You mean you blow them up? DONNA: We could magnetize the bowling balls and put magnets along the lane. SIDNEY TRIM: No! We nukeĠem till they glow and then we bowl in the dark)

‑ LISA SMEDMAN brought up the idea of arranging tours, of science establishments, local film studios, etc.

MOTION‑‑Rose Wilson moved that the Christmas dinner he a potluck affair held at her house on December 18th, and that programming consist of music and dancing, the traditional anonymous exchange of gifts under $5 In value, and attempts to trim the Christmas tree with SF gizmos (Al Betz promised laser weapons). Dave Wilson seconded. Passed unanimously.

ELECTIONS The following were acclaimed elected as members of the new combined BCSFA/WCSFA executive:

PRESIDENT ‑ Clint Budd.

VICE‑PRESIDENT/CLUB LIAISON ‑ Lisa Smedman.

TREASURER ‑ Ed Hutchings.

NEWSLETTER EDITOR ‑ R. Graeme Cameron.

SOCIAL CONVENOR/PUBLICITY ‑ Alexis MacPherson.

MEMBER‑AT‑LARGE ‑ Al Betz.

The position of Secretary being contested, Returning Officer R. Graeme Cameron retired to count the ballots, Sidney Trim and Ed Beauregard acting as Invigilators. Of the 120 ballots distributed, 44 were returned. Result: 22 cast for Donna McMahon, 22 cast for Steve Forty.

A tie vote requires another election. After much discussion of what that would involve, Steve Forty voluntarily stepped down to allow Donna McMahon to be acclaimed as SECRETARY. Clint requested that the minutes express the club's gratitude to Steve for graciously solving our dilemma.
